皇冠博彩的员工享有宪法赋予的言论或表达自由的权利。 However, an employee does not have an absolute constitutional right to use all parts of the college for unlimited expressive purposes. When an employee makes statements pursuant to his/her official duties, the employee is not speaking as a citizen for first amendment purposes and therefore, does not insulate the communication from employer discipline.
