皇冠博彩 shall enter into dual credit partnership agreements with school districts or individual private/charter schools as appropriate to allow secondary students to take college-level courses for both high school 和 college credit. Dual credit courses are courses for which students receive college credit as well as high school credit while still enrolled in high school. As codified in the Texas Education Code, Section 28.009 (b-1) 和 (b-2) 和 Texas Administrative Code: Rule 4.84, for any dual credit partnership between a secondary school 和 a public college, an agreement must be approved by the governing boards or designated authorities (e.g. principal 和 chief academic officer) of both the public school district or private secondary school 和 the public college prior to the offering of such courses. The elements of dual credit partnership agreements must address the following elements:

Include specific program goals aligned with the statewide goals developed under TEC 28.009, Subsection ((b-1);

Establish common advising strategies 和 terminology related to dual credit 和 college readiness;

Provide for the alignment of endorsements described by Section 28.025 (c-1) offered by the district, 和 dual credit courses offered under the agreement that apply towards those endorsements, with postsecondary pathways 和 credentials at the institution 和 industry certifications;

Identify tools, including tools developed by the Texas Education Agency, Texas Higher Education Coordinating Board, or the Texas Workforce Commission, to assist counselors, students, 和 families in selecting endorsements offered by the district 和 dual credit course offered under the agreement;

Establish or provide a procedure for establishing, the course credits that may be earned under the agreement, including developing a course equivalency crosswalk or other method of equating high school courses with college courses 和 identifying the number of credits that may be earned for each course completed through the program;

Describe the academic supports 和, if applicable, guidance that will be provided to students participating in the program;

Establish the institution of higher education's 和 the school district's respective roles 和 responsibilities in providing the program 和 ensuring the quality 和 instructional rigor of the program;

State the sources of funding for courses offered under the program, including, at a minimum, the sources of funding for tuition, transpiration, 和 any required fees or textbooks for students participating in the program;

Require the district 和 the institution to consider the use of free or low-cost open educational resources in courses offered under the program; 和
-
Designate at least one employee of the district or institution as responsible for providing academic advising to a student who enrolls in a dual credit course under the program before the student begins the course; 和
-
Be posted each year on the institution of higher education's 和 the school district's respective Internet websites.

The program provides funding to institutions so they can offer dual credit courses to educationally disadvantaged students at no cost.
The Texas Higher Education Coordinating Board (THECB) will adopt a maximum tuition rate for dual credit courses each fiscal year that is a condition of an institution’s participation in the FAST program. Institutions that opt-in to participate in the FAST program will receive an allotment of funding equal to the FAST tuition rate for each semester credit hour of dual credit coursework taken by an eligible student. Note that the FAST tuition rate is the maximum tuition rate that a participating institution may charge for all dual credit students attending high school in a Texas school district or charter school who enroll in any eligible dual credit course offered through an institutional agreement, as outlined in Texas Administrative Code (TAC), Section 4.84.
