The Drug-Free Schools and Communities Act and Drug and Alcohol Abuse Prevention Regulations require an institution of higher learning to adopt and implement an Alcohol and Other Drugs (AOD) prevention program for students and employees to prevent unlawful possession, use, or distribution of illicit drugs and alcohol.

Prepare a biennial report on the effectiveness of its AOD program(s) and the consistency of policy enforcement.
